Photograph, Clare Gervasoni, Ballarat School of Mines Technical Art School, c2008
The former Ballarat Circuit Court Building, later the first building of the Ballarat School of Mines, was demolished to make way for a new custom built Art School building. Sir Alexander Peacock opened the Ballarat Technical Art School in July 1915. It cost 10,000 pounds and was constructed by the Public Works Department from plans drawn by the then Art School Principal, Herbert H. Smith. The building contractors were Messrs Gower and Eddards. According to the SMB Annual Report of 1914 'the internal upholstering and fittings have all been carried out in Australian timbers, with Queensland maple largely used throughout.' Before this building was constructed art and craft classes were held in various buildings around Ballarat. The building could be described as federation-art deco in style. It features sandstone insertion with sandstone string coursing. The base of the building is rusticated sandstone. The relief stone panel on the front with the words "Technical Art School" features stone pilaster brackets and corbels. In the centre front can be seen rectangular sandstone pediment with decorative stonework incorporating the date of construction. The windows in the lower floor feature five supporting keystones whereas the upper windows have sandstone lintels. The building also features decorative cast iron downpipes. The entrance on the northern side has attractive leadlight glazing in an art deco style. Above the door a miner's lamp and pick are featured in the design. The building is functional in design with large metal windows in the south wall to ensure good light into the studios. The northern wall has standard double hung windows. The interior of the building features a carved wooden staircase and cast iron ceiling vents. The rear drawing studios can be made into one large studio by opening panelled timber doors. This opening features classical plaster pilasters with a pediment above.Colour photographs of a double storey, red brick building built - the Ballarat Technical Art School, a division of the Ballarat School of Minesballarat school of mines, ballarat technical art school, architecture, art, gribble building -

Plan, Ballarat School of Mines Future Development: A Southern Terminal to Lydiard Street, 1947, 09/12/1947
In 1947 Percy Everett, Chief Architect for the Victorian Government, drew up plans to accomodate the growth in student numbers on the Ballarat School of Mines site. It was an era of government buildings surrounding the Ballarat School of Mines campus either being transfered to the school or foreshadowed for transfer. In 1947 two Red Cross huts were transferred from Victoria Park to the western side of the former Ballarat Supreme Court (later Courthouse Theatre) for use by Wool Classing and Motor Mechanics. In the same year additional facilities were provided for Pottery due to the increase in enrolments and a large brick classroom was built at the rear of the Ballarat Junior Technical School Building. In the annual report of 1947 the President said: "These transfers are, however, only temporary expedients and indicate the pressing need for more buildings of a permanent nature". By the end of the year the School Council decided to request the Education Department of Victoria to proceed with the implementation of the School's long-range plan whch had received approval earlier and to treat it as an urgent post-war requirement. After much communication a plan for a six-storied building, flanked by two three storied buildings was planned to be built on the site of the Ballarat Gaol was developed. The plan was sent to the Education Department for the Minister's Approval. It is not know if approval was granted, but the building did not proceed, possibly becausse the Ballarat Gaol was still very miuch in use. When a tertiary division of the Ballarat School of Mines was being developed in 1967 it corresponded with the closure of the Ballarat Gaol. It was determined that the Lydiard Street South site had no room for future growth so a new campus was sought. The new campus was purchased at Mt Helen, and was initially known as the Ballarat Insittute of Advanced Education. In 1976, when the Ballarat Teachers' College merged into the structure, the campus became known as the Ballarat College of Advanced Education and it was no longer a part of the Ballarat School of Mines. Furniture - Object, Burnbank Street Methodist Sunday School Honor Board
This honour board is thought to have been made to a design by a student of the Ballarat Technical Art School, a division of the Ballarat School of Mines. "Honor Boards. — During the past few months very many honor boards have been manufactured by Messrs R. Tunbridge and Sons, and their handsome design and workmanship have given complete satisfaction to purchasers. Some time ago, the firm gave five guineas, for prizes to the architectural class at the School of Mines for the best honor board designs, and some magnificent suggestions were submitted by the competitors. Messrs Tunbridge and Sons, in adopting this plan, gave encouragement to the students to develop along the lines of originality in architecture, and at the same time secure a very fine collection of designs. The whole of the honor boards turned out by the firm are of local manufacture and only the very choicest of Australian timbers are used. As Tunbridge and Sons have made the manufacture of honor boards a speciality they are employing a couple of first-class cabinetmakers on the work of making honor hoards only, and the lettering is also done by a local firm. An honor board which has just been completed by Tunbridge and Sons is at present on view in the firm's window facing Sturt street. It is for Holy Trinity Church, Stawell, is manufactured from Queensland maple, beautifully grained, and is of handsome gothic design. This honor Board is 8 feet in height, and measures 5 feet 6 inches across, and it contains 142 names, including 10 heroes who have won distinctions, and 37 soldiers who have made the supreme sacrifice. Tunbridge and Sons have manufactured honor boards for Miners' Rest:, Weatherboard, Scotchman's Lead, Durham lead, the Buninyong Methodist Church, Ballarat Shire south riding, St. Arnaud High School, Knox Sunday School, and Bungaree Shire Council, and there are boards for the Watchem South State School, and Springdallah in hand. People are realising that there is no need to go to Melbourne for honor boards, which are manufactured by Tunbridge and Sons of superior material, and are better finished and their prices are much below metropolitan rates." (Ballarat Star, 27 April 1918) Geoffrey Blainey's father was the pastor at the Burnbank Methodist church. Geoffrey Blainey became the first Chancellor of the University of Ballarat, a predecessor of Federation University Australia. Book, Nautical Press, HMAS Melbourne 25 Years
HMAS Melbourne (R21) was a Majestic-class light aircraft carrier of the Royal Australian Navy (RAN). Operating from 1955 until 1982, she was the third and final conventional aircraft carrier to serve in the RAN. Melbourne was the only British Commonwealth naval vessel to sink two friendly warships in peacetime collisions. The ship was laid down for the British Royal Navy as the lead ship of the Majestic class in April 1943, and was launched as HMS Majestic (R77) in February 1945. At the end of World War II, work on the ship was suspended until she was purchased by the RAN in 1947. At the time of purchase, it was decided to incorporate new aircraft carrier technologies into the design, making Melbourne the third ship to be constructed with an angled flight deck. Delays in construction and integrating the enhancements meant that the carrier was not commissioned until 1955. Melbourne never fired a shot in anger during her career, having only peripheral, non-combat roles in relation to the Indonesia-Malaysia confrontation and the Vietnam War. However, she was involved in two major collisions with allied vessels. On the evening of 10 February 1964, Melbourne collided with and sank HMAS Voyager when the Daring class destroyer altered course across her bow. Eighty-two of Voyager's crew were killed, and two Royal Commissions were held to investigate the incident. The second collision occurred in the early morning of 3 June 1969, when Melbourne collided with and sank the Allen M. Sumner class destroyer USS Frank E. Evans in similar circumstances. Seventy-four United States Navy (USN) personnel died, and a joint USN–RAN Board of Inquiry was held. These incidents, along with several minor collisions, shipboard accidents, and aircraft losses, led to the reputation that Melbourne was jinxed. Melbourne was paid off from RAN service in 1982. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold in 1985 and towed to China for breaking. The scrapping was delayed so Melbourne could be studied by the People's Liberation Army Navy (PLAN) as part of a secret project to develop a Chinese aircraft carrier and used to train PLAN aviators in carrier flight operations. HMAS Melbourne was decommissioned on 30 June 1982, having spent 62,036 hours underway and having steamed 868,893 nautical miles. A proposal to convert her for use as a floating casino failed, and a 1984 sale was cancelled, before she was sold for scrap in 1985 and towed to China for breaking. Flagstaff Hill Maritime Museum and Village
Functional object - Rowlock, early 20th century
This row lock was fitted onto the Warrnambool Lifeboat, which is also on-site at Flagstaff Hill Maritime Village. The construction of the lifeboat 'Warrnambool' began 15th September 1909 and was completed almost 12 months later 1st September 1910. It was built at the Government Dockyard in Williamstown, Victoria, along the lines designed by Great Britain's Royal Lifeboat Institution, and included whale back decks fore and aft, mast and centre board, and rudder and tiller hung from the stern post. It could be propelled by both sail and oar. At that time Captain Ferguson was Chief Harbour Master and Mr Beagley was a foreman boat builder. Mr Beagley built the lifeboat with his fellow workmen. It had all the latest improvements in shape, disposition of weight with watertight compartments, and it had space for a large number of people in addition to the crew. It appears that 'H Meiers' whose signature was on the plaque that was found concealed in the hull, was involved with the building of the lifeboat. His signature and the dates of the start and finish of the boat's construction are penciled on the raw timber 'plaque' found in the hull in the early 1990s when the lifeboat was being restored. It is interesting that the 'Melbourne Directory' of 1911, published by Sands and MacDougal, lists McAuley and Meiers, boat builders, Nelson Place foreshore, between Pasco and Parker Streets, Williamstown, It is quite possibly the business of the person whose name is inscribed on the lifeboat plaque. Flagstaff Hill's documentation also mentions that the keel was laid at 'Harry Myers, boat builders, Williamstown, Melbourne the name 'Myers' can also be spelled 'Meiers', which could be the same person as the Meiers in "McAuley and Meiers" (as mentioned in genealogy lines of Myers). The new lifeboat, to be named 'Warrnambool' was brought to town by train and launched at the breakwater on 1st March 1911 using the Titan crane (the old lifeboat built-in 1858, was then returned to Melbourne in 1911). This new lifeboat was stationed at Warrnambool in a shed located at the base of the Breakwater, adjacent to the slipway. The lifeboat ‘Warrnambool’ was similar in size to the old lifeboat but far superior in design, with new sea-going qualities such as greater maneuverability. The ‘self-righting, self-draining’ design was made the vessel difficult to capsize and even if the boat overturned it would right itself to an even keel and the water would drain away. The hull was built of New Zealand Kauri, using double diagonal planking, laid in two layers at right angles, with a layer of canvas and red lead paint between the timbers to help seal the planking. It has plenty of free board. The backbone timbers were made of Jarrah. The Warrnambool lifeboat was one of several rescue boats used at Port Fairy and Warrnambool in the early 1900s. In late 1914 the Warrnambool lifeboat and crew were used to help find what was left of the tragic wreckage of the Antares and were able to discover the body of one of the crewmen. Between 1951 and 1954 the lifeboat was manned under the guidance of Captain Carrington. He held lifeboat practice each month on a Sunday morning, to comply with the Ports and Harbour’s request that lifeboats be ready for action in case of an emergency. In the early 1960’s it ended its service as a lifeboat and was used in Port Fairy as a barge to help dredge the Moyne River. Flagstaff Hill obtained the Warrnambool lifeboat in 1975. In 1984 it was on display at Flagstaff Hill Maritime Village, Warrnambool. On 23rd May 1990, she was lifted from the water and placed in a cradle for restoration. The name 'WARRNAMBOOL could be seen faintly on the lifeboat before it was restored. It was during the restoration that Flagstaff Hill's boat builder discovered the 'plaque' inside the hull. A copy of the blueprint plans has the name “V.E.E. Gotch” printed on it. His advertisement in Footscray’s ‘Independent’ newspaper of Saturday 11th May 1901 states he is “Principal and Skilled member (Naval Architect) to the Court of Marine Inquiry of Victoria and holds classes for naval architectural drawing and arithmetic.” The subject row lock is significant due to its association the Warrnambool Lifeboat which was an integral part of an important service to the local community as a lifesaving vessel for a half-century. Photograph, Entrance to Shire of Eltham Memorial Park, Garden Hill, Eltham-Yarra Glen Road, Kangaroo Ground, c.1923
View to south-east from Shire of Eltham Soldiers' Memorial Park showing the carriageway from the road to top of Memorial Park. Accompanying notes state that the entry gate was put in place in May 1921. Eltham and Whittlesea Shire Advertiser and Diamond Creek Valley Advocate Fri 21 May 1920 p 2 reported: Kangaroo Ground Memorial Park "It was decided to arrange for a working bee on Saturday, 29th inst., for the purpose of forming and gravelling the track leading to the Park, and of carrying out other necessary works." A history summary of the Shire of Eltham Soldiers’ Memorial Park • The summit at Garden Hill was a popular tourist lookout and picnic spot from the 1880s. Virtually the entire Shire of Eltham and beyond could be viewed from this location. • A local farmer, Mr Walter A. D. Wippell is credited as being the first to propose the idea of a war memorial park and offered £50 towards the purchase of the land. • The earliest public reference to this project is to be found in the local Advertiser newspaper edition of August 9th, 1918. A report of the August Council meeting records the Eltham Shire President, Cr. Robert White, saying: "some time back it was proposed that the Council obtain and place on an Honour Board in the Council Chamber [at Kangaroo Ground] containing names of the lads who had enlisted. Just recently however, it had been suggested that a more fitting memorial would be the obtaining of a piece of land on the summit of Garden Hill, Kangaroo Ground, and the formation of a memorial park in which a monument could be erected to represent the whole of Shire. If a couple of acres could be obtained a gentleman had promised to donate 50 pounds, and another one would fence it, and other contributions, he was sure, could be obtained." • Councillors were favourable of the proposal and the President, Shire Secretary and Shire Engineer were deputised to wait on Messrs Mess Bros. (the owners of the Garden Hill farm) and ascertain if they would gratuitously give the land. The Mess Bros. land adjoined the farm/stud of Mrs Fanny White (Cr Robert White’s mother), daughter of Andrew Harkness who established their property on Garden Hill around 1846. • Access to the land came in February 1919 when several Councillors and the Shire Engineer surveyed the actual two acres of '5 chains along the road and 4 chains deep'. The Engineer volunteered his services free to do this task. The Mess brothers however demanded £100 per acre but eventually agreed to take £50 per acre. • Entry from the Kangaroo Ground-Yarra Glen road was seen to be a problem and Mrs. White, who owned the land beside the park, was asked to donated a triangle of her property to allow this access. • By September 1919 returned soldiers were employed by the Shire and volunteers were called to clear the hilltop by ploughing up the rocks and clearing the area, the fencing was put into place and in May 1921 the Council erected three gates, within an archway, at the entrance to the drive and pathway to the summit. • Public subscriptions were sought through the Advertiser newspaper to beautify the site. The views of the Curator of the Melbourne Botanical Gardens were sought as to the ‘class of ornamental trees most suitable for planting in the Park area”. • The Memorial Park or Shire of Eltham Soldiers’ Memorial Park was officially opened by Mr. W.H. Everard, M.L.A., 3 September 1921. • In 1922 plans were made to place a War Memorial in the Park. Funds were donated by the Council of £250 and a challenge to the community, to match this money with contributions was met. • On Anzac Day 1923, 1,000 people gathered on the summit in the park for a memorial service. A much smaller group of about 50 people gathered around a newly constructed cairn and flagstaff in the afternoon of Anzac Day 1924 amidst rain and a squally southerly wind, the morning service being cancelled. • A meeting for those interested in establishing a War Memorial monument within the park was held in January 1924 and the Eltham Shire War Memorial League was formed and a design competition decided upon. • The Shire of Eltham War Memorial tower was built in 1926 at a cost of £1,023 and 5 shillings with locally quarried stone donated by Dr Ethel and Professor William Osborne. It was formally known as the ‘Shire of Eltham War Memorial’ and was unveiled on 11 November 1926. The large bronze inscription above the entrance to the tower states: SHIRE OF ELTHAM WAR MEMORIAL THESE MEN DIED FOR THEIR COUNTRY 1914 IN REMEMBRANCE THIS TOWER WAS BUILT 1918 • The Caretaker’s hut was built in 1927 with left over from the tower construction. • A returned soldier was appointed to act as caretaker for the memorials. Tiny Carrol, a huge man, was the first caretaker and lived in the stone hut. There was a push to have alterations made at one stage to provide additional rooms for a married caretaker but was rejected. • A new Caretaker Cottage was built in 1951 at a cost £2,500. The cottage had been subjected to raids by thieves three times during construction until a guard from the Returned Servicemen’s League was posted until its opening. • The War Memorial tower was re-dedicated by Sir Dallas Brooks on 8 November 1951, unveiling new bronze plaques containing the names of those who fell during the Second World War. Sir Dallas also officiated the opening of the new Caretaker’s Cottage. • A toilet block was built in 1965. • A further dedication of the Shire of Eltham War Memorial tower took place 11 November 2001 to recognise the men who fell in subsequent campaigns up to and including Vietnam. • Four land titles are involved: o The purchase of the two acres from owners Ruth Gosling, Alexander Mess, James Johnson Mess and Joseph Mess is recorded in two actions, the first being the payment of £100 for the two acres, the second showing that the Shire of Eltham did not get a transfer of title until 14th January 1952. o The access land donated by Mrs. Fanny White is dated 26 February 1924. A further need to widen the entry came after the deepening of the road cutting and another land donation was given by Sir Herbert Gepp, title dated 15th May 1952. This would have been about the time he sold off the former White ‘Garden Hill’ property. o The land reserve to increase the area and possibly allow a circuit road to be put in place on the western side of the park was purchased by the Shire of Eltham, title dated 16th February 1973.
